Founded in 1892 alongside the expansion of the Great Northern Railway, Hillyard grew from a railroad hub into one of Spokane’s most historic and distinctive neighborhoods. Once home to major locomotive shops and a thriving independent town, Hillyard was annexed into the City of Spokane in 1924, but it has never lost its strong sense of identity.
Today, Hillyard is known for its deep roots, resilient spirit, and tight-knit community. Neighbors take pride in their history, their “rough-around-the-edges” authenticity, and their commitment to making the neighborhood better for everyone. From the revitalized Market Street to local parks, schools, and community events, Hillyard blends tradition with ongoing renewal.
The Hillyard Neighborhood Council works alongside residents, businesses, and partners to strengthen community connections, support neighborhood improvements, and celebrate what makes Hillyard unique—a place where history, pride, and people come together.
Meetings are held on the 2nd Thursday of each month at 6:00pm.

For the purpose of neighborhood planning, Bemiss, Hillyard and Whitman neighborhoods of Northeast Spokane choose to meet together addressing the area’s common location, culture, history, and goals for the future.
